Just a suggestion for you,
You may have a computer that can handle more, but I find that the smoothest running (though admittedly not as pretty) settings for Final Fantasy VII are to use P.E.Op.S Soft Driver 1.17 and to simply select "Nice" in the Default settings at the bottom left of the configure screen. This selects the "Use FPS limit" option which will make your game run at the correct speed (you can actually just use this for whatever plugin you're using, but your sound and other problems will come up still).
